In accordance with the Regulations on the provision of medical care to foreign citizens studying at Surgut State University, all foreign citizens are required to purchase at their own expense a medical insurance policy that will be valid throughout Russia. The requirement for a policy is aimed at protecting the health of foreign citizens and regulating medical care issues in the Russian Federation.

WHERE FOREIGN CITIZENS CAN GET AN INSURANCE POLICY

You can purchase a VHI («ДМС») insurance policy from the following companies online (including from abroad) on their websites:

  • "AlfaStrakhovanie (АльфаСтрахование)" -  12-month, 6-month insurance period
  • "РЕСО" - 12-month, 6-month insurance period
  • "Yugoria (Югория)" - 12-month, 6-month insurance period

INSURANCE CASE

If a foreign student wants to make an appointment with a doctor, they contact the insurance company on their own (call or WhatsApp message), as there are English-speaking staff there: Global Voyager Assistance.

When contacting the insurance company, the student must send them a scan of his VHI policy or indicate its number. 

The GVA makes an appointment for a foreign student to see a doctor, usually at the Polymedica Medical Center (44a 30 let Pobedy St.). 

TRAUMATOLOGY

Students receive first aid free of charge at the Trauma Center (Nefteyuganskoe Highway, 20k5).

After providing first aid, the doctor makes an appointment with the student for a second appointment. Next, the student contacts the GVA, informs them about the insured case and the repeated appointment with the doctor. This is mandatory, as repeat admission is subject to a fee. Next, the insurance company sends a letter of guarantee to the Trauma Center.

AMBULANCE

If a student feels unwell, they call amulance 112. When an ambulance arrives, the student provides all information about them (full name, age, place of study, passport data, VHI policy data, etc.).

If the ambulance decides on the inpatient treatment of a foreign student, then the student  immediately informs the insurance company about the insured case.

Financial issues

Once you've arrived in Surgut, you will have to create a bank account. This needs to be done within the first two weeks upon your arrival. You will then be provided with an ATM debit card to make all required payments and purchases. You can convert any other currency into roubles for your expenses in Russia as soon as you get your bank card. There are many bank offices where you can exchange your currency and/or withdraw money from your account. ATMs are available in many places throughout the city.

CREATING A BANK ACCOUNT

2.  Account Types

Non-resident individuals can open a current account in rubles or foreign currency for everyday transactions, such as salary receipts, transfers, and savings. However, non-residents have restrictions, such as a ban on using ruble accounts for business activities.

3. Documents for individuals:

  • An identity document (e.g., a foreign citizen's passport) with a fully notarized translation of all personal information (full name, date of birth, series/number, country, and issuing authority);
  • A document confirming the right to legally reside in Russia, such as a migration card or visa;
  • A document confirming residence (e.g., temporary registration);
  • Documents explaining the source of funds (income certificate, employment contract, tax return) — in some cases.
  • Starting in 2025, foreigners must provide biometric data to use banking services. This can be done at a bank, mobile phone store, or multifunctional center.

4. Account opening process:

  • Choosing a financial institution.
  • Collecting documents.
  • Submitting an application.
  • Verification process.

OBTAINING A SIM CARD

To apply for a SIM card, you need to have: 

  • SNILS;
  • GOSUSLUGI account;
  • Verified BIOMETRICS.

1. Getting SNILS

For SNILS you will need: 

  • a passport;
  • a certified passport translation;
  • an active email address.

Make an appointment at the Multifunctional Center («МФЦ»). Your SNILS will be ready on the same day. Create an account on the GOSUSLUGI portal.

2. Making BIOMETRICS

You will need:

  • your active email address;
  • SNILS;
  • passport;
  • certified passport translation;
  • GOSUSLUGI account.

Go to any bank office. Even if you are not a customer of the bank, they will help you create biometrics.

3. Visit your mobile operator's store.

You will need: 

  • SNILS;
  • GOSUSLUGI account;
  • BIOMETRICS;
  • passport.

PUBLIC TRANSPORT AND TAXI

You can use regular buses and microbuses to reach your destination. Buy a one way ticket by cash or a bank card inside a bus or a microbus. 

You can also use a taxi to travel around the city. To pay for your ride on a taxi, you can use cash or contactless bank cards (link a bank card to the app). Use officially licensed taxi services (for example, Yandex Go or Maxim).

The quickest way to get to Surgut is by air. Surgut Farman Salmanov International Airport is the largest in Khanty-Mansi Autonomous Okrug. The flight to Surgut takes slightly over three hours (3h 5m in average) from Moscow, and the average of 3h 25m from St Petersburg. The airport is located approximately 11 kilometers (7 miles) from the city center.

Alternatively, you can reach Surgut by railroad. Should your flight land in Moscow, you can board a direct train to Surgut at the Kazansky railroad station. Be warned, however, that the train tickets must be purchased in advance and no later than 45 days before the date of planned departure from Moscow. The ride will take around two days (46 to 50 hours in average), but the train tickets may come out to be cheaper than those for plane.
